The number of domestic passengers 1.1% in November compared to the same month last year but load factors climbed.
The decrease was blamed on limited Tiger Airways frequencies.
Total passenger numbers fell to 4.63 million for the month although for the year to November domestic carryings were up 1.8% to 54.43m against the previous corresponding period.
Revenue passenger kilometres climbed 1% and with capacity down 0.7% load factors rose from almost 80% to 81.3%.
Loads increased on 31 of the 53 routes measured in the monthly government report.
Melbourne to Sydney remained the busiest route with 663,615 passengers travelling between the cities during the month, down 4%.
It was followed by Brisbane to Sydney with 372,386, down 3%, and Brisbane to Melbourne, down 1.2%.
The largest decrease in traffic was between Melbourne and the Sunshine Coast with passenger numbers tumbling almost 24% while the Sunshine Coast to Sydney saw a near 15% drop.
Other routes with noticeable declines were Adelaide to Melbourne (down 14%) and Port Macquarie to Sydney (down 13%).
Perth routes showed the largest increases in traffic, including Newman to Perth (up 38.7%), Perth to Port Hedland (32.6%), Brisbane to Perth (24.2%) and Darwin to Perth (23.5%).
Sydney accounted for 2.06 million passenger movements followed by Melbourne with 1.8 million.
